On September 12, 2025<\/strong>, it was published in the Official Gazette<\/strong><\/a>Ministerial Decree July 21, 2025<\/strong> updating the mechanism of the White Certificates (TEE)<\/strong><\/a>, which has already entered into force.These changes represent a breakthrough for companies that want to invest in energy efficiency<\/strong> and decarbonization<\/strong>, making access to incentives easier and more convenient.<\/p>\n\n

The decree introduced three key changes<\/strong>:<\/p>\n\n

Edit<\/strong><\/td>What does it involve<\/strong><\/td><\/tr>
Increase in useful life<\/strong><\/td>There is now no difference between replacement<\/strong> and new installation<\/strong>: in both cases the incentive duration is the same, with multiple years of benefit reporting.<\/td><\/tr>
Multiplicative factor k<\/strong><\/td>– In the first 5 years<\/strong>, the benefit is increased with k = 1.5<\/strong>– In the next 5 years<\/strong>, the coefficient is reduced to k = 0.5<\/strong>Result<\/strong>: interventions become more attractive and payback times faster.<\/td><\/tr>
Simplification of annual reporting<\/strong><\/td>Procedures have been eased, with less red tape for companies and ESCos.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n
