Energy Services in Italy: A 39 Billion Market by 2030

The numbers speak for themselves and describe an unprecedented evolution: the Italian energy services market is experiencing an extraordinary expansion. In a context marked by extreme volatility and frequent geopolitical crises, reducing energy bills is no longer just an environmental sustainability goal, but a strategic priority for businesses.

Growth numbers: 2025 to 2030

The snapshot taken by the “Energy to Compete” Outlook, conducted by a range of industry players in collaboration with Bain & Company Italia and presented in Rome on April 9, shows a still largely untapped potential, but one with a well-defined trajectory:

  • The 2025 milestone: The energy services market has reached the important 17 billion euro bar.
  • Projections to 2030: It is estimated that this value could touch about 39 billion euros by the end of the decade.
  • Acceleration: This leap translates into a compound annual rate of increase of up to 18 percent, nearly double current levels.

The Protagonist Sectors

Spending on energy services involves three main areas, each with its own specificities, where the vision and expertise of a technical partner make the difference between an expense and an investment:

24% -Tertiary(4 billion euros): This is still a partially developed market, where a limited appetite for energy efficiency prevails compared to industry. It is precisely in this high-potential sector held back by limited knowledge of energy services that a partner like White Energy can become instrumental in developing the many opportunities that exist.

47%Public Administration (€8 billion): Represents the main area of spending in 2025, driven mainly by operation and maintenance services, as well as the development of smart cities. PA boasts varying degrees of maturity (healthcare and public lighting are the most advanced sectors).

29%Industry (€5 billion): Driven by investments in distributed generation and maintenance services, this sector is showing increasing maturity. However, while energy-intensive companies have already developed in-house expertise, there is still less awareness in SMEs.

The Tertiary Sector: A Giant That Has Yet to Awaken

While public administration and industry currently drive investment, the tertiary sector presents a fascinating challenge full of opportunities. By 2025, this sector’s spending on energy services stood at 4 billion euros.

However, as evidenced by recent market analysis, we are dealing with a segment that is still partially developed. What are its current characteristics?

  • Awareness and skills: there is low awareness of the potential related to energy efficiency, and in-house skills are often limited.
  • Approach to investment: compared to industry, the propensity to invest is more restrained.
  • Interventions: energy efficiency and renewable interventions are less prevalent, distributed generation initiatives prevail, with companies mainly requesting cost reductions.
  • Structural obstacles: there emerges a certain “struggle” of the tertiary sector to develop energy awareness, linked in to size problems and cultural factors.

What we do at White Energy

It is exactly to manage this complexity that White Energy‘s value-added approach fits in. We know that for the service industry, energy is not always the “core business,” but it is a critical cost item that affects operating margins.

Our approach is designed to overcome those cultural and operational obstacles that hold back innovation:

  • Simplification and Expertise: we bridge the skills gap by offering ourselves as an outsourced energy office for our clients. We manage technological and regulatory complexity, allowing entrepreneurs to focus on their business.
  • From “spot” intervention to integrated strategy: we help service sector companies by turning the need for cost reduction into a medium- and long-term energy efficiency plan.
  • Distributed Generation and Technologies: we design and implement tailor-made solutions, starting with those distributed generation interventions that are already the prevailing demand in the industry, and integrating them with advanced systems to maximize savings.
