Facility CACER: New GSE Operating Rules for Energy Communities (PNRR) published.
On March 27, 2026, the GSE published the long-awaited Operating Rules for the granting of capital grants related to the PNRR measure “Renewable Promotion for Energy Communities and Self-Consumption,” known as the CACER Facility.
The new provisions, drafted under Decree Law No. 19 of Feb. 19, 2026 , introduce more flexible deadlines but stringent operational requirements for accessing the795.5 million euro budget allocated to municipalities with less than 50,000 inhabitants.

1. The Forgotten Fund Grants: What does the CACER Facility fund?
The call supports the construction of new renewable energy installations (including combined with storage systems) included in configurations of Renewable Energy Communities (RECs) or Self-Consumption Groups.
PNRR grants can cover up to 40 percent of eligible project costs.
2. The New PNRR Deadlines: More time for exercise, fixed deadlines for contracts.
One of the most significant changes in the new decree is the time flexibility introduced to safeguard European targets.
Concession Agreements:June 30, 2026 is no longer the deadline for the end of work, but rather the deadline by which the GSE must enter into concession agreements with all beneficiaries.
Entry into Operation: From the notification of the concession agreement, the beneficiaries will have 24 months to have the facility enter into operation.
Absolute Deadline: In any case, the facility must be operational no later than December 31, 2027.

3. Methods of Disbursement: Advances, Balances and Sureties.
The GSE has confirmed the application methods for the contribution, differentiating them according to the size of the system:
For systems with a capacity less than or equal to 200 kW.
You can choose from:
Option 1: Advance of up to 30 percent of the maximum contribution, followed by the balance.
Option 2: Disbursement in a lump sum (100% balance) upon completion of work.
For systems between 200 kW and 1,000 kW
In addition to the previous options, a third way is added:
Intermediate Share: Option to apply for 40 percent of the grant after incurring at least 40 percent of eligible expenses and reporting the start of the project.
The Bureaucratic Node: Sureties. In order to obtain the 30 percent advance, private entities must compulsorily submit a bank or insurance surety guarantee covering 100 percent of the required amount. These guarantees must be enforceable on first demand within 30 days.
4. Environmental Requirements: The DNSH Principle
Access to funds is strictly tied to compliance with the DNSH(Do No Significant Harm) principle.. Projects related to fossil fuels, landfills, incinerators and mechanical biological treatment plants are strictly excluded. In addition, the measure is classified for climate tagging purposes with a 100% support coefficient (Field 029 – Renewable energy: solar).
