On September 12, 2025, it was published in the Official GazetteMinisterial Decree July 21, 2025 updating the mechanism of the White Certificates (TEE), which has already entered into force.
These changes represent a breakthrough for companies that want to invest in energy efficiency and decarbonization, making access to incentives easier and more convenient.

White Certificates new DM July 21, 2025: what’s new and the benefits

The decree introduced three key changes:

Edit	What does it involve
Increase in useful life	There is now no difference between replacement and new installation: in both cases the incentive duration is the same, with multiple years of benefit reporting.
Multiplicative factor k	– In the first 5 years, the benefit is increased with k = 1.5 – In the next 5 years, the coefficient is reduced to k = 0.5 Result: interventions become more attractive and payback times faster.
Simplification of annual reporting	Procedures have been eased, with less red tape for companies and ESCos.

With these changes, the White Certificates mechanism becomes more accessible and more affordable.

Incentives are better valued in the early years, payback times are shortened, and administrative management becomes easier.

• All companies that carry out energy efficiency interventions, either independently or through an accredited ESCo, are eligible for White Certificates.
