Self-production from renewables, production efficiency and territorial competitiveness – MASE 2025 Call for Proposals

The Ministry of Environment and Energy Security (MASE) has approved a new public notice of € 262 million (of which 60 percent is reserved for SMEs) aimed at supporting self-consumption projects from renewable energy sources (RES) in southern Italy.

This measure represents a concrete opportunity for companies that want to decarbonize processes, reduce operating costs and contribute to the country’s green transition.

Scope, objective and target audience

Affected regions.: Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily. Beneficiary production units must be located in industrial, production or craft areas of municipalities > 5,000 inhabitants in the aforementioned regions.

Purpose: To promote self-production from RES (Renewable Energy Sources) for immediate and deferred self-consumption, with priority in industrial, productive or artisanal areas.

Beneficiaries: enterprises of any size, including enterprise networks, with legal personality and certain administrative and regularity requirements.
Enterprises in the coal sector, agricultural primary production, fisheries, aquaculture are excluded.

Eligible interventions and technical requirements

  • Installations of photovoltaic and/or thermo-photovoltaic systems for immediate self-consumption up to a maximum of 1 MWp rated power are eligible.
  • Integration with behind-the-meter electrochemical storage systems is also allowed, provided that at least 75 percent of the energy fed into the storage comes from the RES plant.
  • Upgrading of existing facilities is allowed, but not total renovation.
  • Some binding requirements:
    • each project concerns only one production unit in the full availability of the enterprise;
    • the company must be the owner of the off-take utility to which the facility being subsidized will be connected;
    • the investment project must be started after the application is submitted;
    • Only installation of storage without photovoltaic system is not allowed.ponability of the enterprise;

Aid intensity and economic conditions

  • The facility is granted in the form of a capital contribution, with varying percentages depending on the size of the enterprise and the technology applied. For example, for medium-sized enterprises, grants are provided for photovoltaics/thermo-photovoltaics up to 55 percent of the investment.
  • The application window is open from 10 a.m. on December 3, 2025 to 10 a.m. on March 3, 2026.

Evaluation criteria and scores

The call, being ranked, has a selection based on a scoring system that evaluates two macro-elements:

  • characteristics of the project proposal, up to 20 points in total.
  • characteristics of the proposing party, up to 45 points in total;
